That and it also evens out the disparity in personal ranking systems. I never know whether to rate on a bell curve where 5 is a middle of the pack score or a "school-like" grading system where 7 is average.

That's why you have to use the entire spectrum of scores, a few 0's, 1's and 2's can bring you a long way
