I mean... pop stars have been wearing costumes and making fashion statements for a long time starting with Cher, Madonna, etc. but Gaga raised the game tbh when she came into the scene with over the top outfits and people outside fans are so hesitant to credit her for this and idk why.

Even makeup. Wikipedia literally credits Gaga for bringing false lashes to the mainstream in the 2000s
