Nah she made it during BTW times. Then she reworked it for ARTPOP. The legal documents that leaked in 2020 mentioned NOBTR was part of ARTPOP track list even in an advanced step in the process. I guess they wanted it to be on ACT 2 as DJWS said ACT 2 was more pop and commercial than the main album.

Didn't Gaga say the opposite (that act2 were more experimental tracks)?

But yeah BN, Temple and NOBTR were on the tracklist until final day of finalizing it, that's when Gaga asked on twitter if she should include MJH or BN too i think

Well I'm basing on what he said on his latest interview. NOBTR being on it may intend he's right. Brooklyn Night is also very catchy pop and definitely lighter in production than what is on ARTPOP tbh.
