This is a long practice, practically used since forever. Admin / moderators can "login" as another user and check their PMs; furthermore, when a message gets reported, they can see the whole PM. They have always done it to keep track of trolls but hardly did they warn anyone over messages. Also, mods can see previous post edits.

Thanks so much, hearing your treatment led me here. They never got the memo that you sit down and listen to a POC period. I was in the middle of drafting my msg and then got banned so deleted it...

Unless its in the terms and conditions, that they can monitor PMs without they being reported, and that being banned for advertising can also include advertising a rival website, then they are breaking the law. Those user agreements go both ways.
